Lula will give credit to app drivers to buy their own vehicle

Measure advanced by Minister Guilherme Boulos aims to reduce dependence on rents; project also provides for support points and more transparency in receipts

The federal government announced the launch of an exclusive credit line for drivers of platforms such as Uber and 99, aiming to facilitate the acquisition of their own vehicles. The measure, detailed by the Minister of Cities, Guilherme Boulos, seeks to address the high cost of car rental, which currently consumes about half of the daily gross income of these workers. The strategy is to convert the expense of rent into an investment in the drivers’ assets, increasing the net profitability of the category.

The financing will be made possible through public banks and is part of a package of actions that tries to balance the relationship between workers and technology giants. For the government, the financial emancipation of the driver is an essential step in the face of the stagnation of fares and the increase in operating costs in the transport by app sector.

Despite the financial support, the regulation of the category via the Complementary Bill faces resistance. The Planalto Palace admits that pressure from companies resulted in a text that still lacks significant advances in basic rights. One of the main points of friction is the absence of a minimum fare per kilometer driven, although the proposal suggests a ceiling of 30% for the retention rate of platforms.

For delivery workers, the scenario is even more complex. The impasse remains over the minimum amount per ride; the government proposal establishes R$ 8.50 for routes of up to 4 km, while leaders of the category claim R$ 10.00 as the minimum level for the viability of the activity.

Infrastructure and transparency

As a measure of awareness for the consumer, new rules will require the detailed display of earnings on the receipt for each service. The objective is to allow the passenger to view the slice destined to the platform and the real value passed on to the driver. In addition to credit, an agreement signed with Banco do Brasil provides for the creation of one hundred support points in the main Brazilian metropolises, offering basic infrastructure to support professionals.

The government’s change of focus, prioritizing practical actions and infrastructure to the detriment of more rigid labor debates, signals an attempt to pacify the relationship with the category.
