The Government of Mato Grosso has implemented an automation system that suspends the collection of licensing for stolen or stolen vehicles, eliminating the need for manual processes. The measure follows a trend of debureaucratization also observed in states such as São Paulo and Minas Gerais, where the integration between the police and the Treasury Secretariats aims to prevent citizens from being penalized with taxes on a criminally stolen asset.

In most Brazilian states, the suspension of fees and the exemption from IPVA are directly linked to the Social Defense Event Registry (REDS) or Police Report (BO). In São Paulo, the exemption from the IPVA is automatic as long as the crime is registered in state police stations, even generating the right to a proportional refund of the tax if it has already been paid. In Minas Gerais, although the police record feeds the system, it is recommended that the owner check the situation on the portal of the Department of Finance to ensure that the temporary write-off has been carried out, avoiding undue licensing charges.
A positive aspect of the Mato Grosso model is the activation of the benefit at the exact moment of criminal registration. Once the restriction is inserted in the Civil Police base, communication with the DMV-MT occurs without the need for user intervention. The interruption of collection is calculated in proportion to the date of the event, applying exclusively to future debts that had not yet matured. This synchronization prevents the accumulation of active debt on an asset that is no longer in the possession of the victim.
This modernization is part of the digital ecosystem led by the MT Cidadão application. In the first four months of 2026, the digitalization of services — such as CNH renewal and vehicle transfers — already demonstrates significant results in reducing queues and operating costs. The ultimate goal is to consolidate a management model where citizens, already weakened by a crime, do not need to go through physical counters to exercise their right to tax exemption.
