Inmetro to require digital seal with QR Code on helmets from July

The National Institute of Metrology, Quality and Technology (Inmetro) has set July 1, 2026 as the initial deadline for the new regulation on the authenticity of safety products to come into force in the country. From this date, the sale of items such as motorcycle helmets and fire extinguishers will be subject to the presence of a digital verification seal with QR Code technology.

The measure seeks to modernize inspection and offer consumers a direct tool to combat the sale of counterfeit products, which pose risks to the physical integrity of users. With the new rule, shopkeepers and manufacturers are prohibited from circulating goods that do not follow the new digital certification standard.

The verification system will operate instantaneously. By scanning the code printed on the seal, the buyer will have direct access to the Inmetro database, where he can confirm that the technical specifications and the origin of the product coincide with the official registration. The initiative initially prioritizes motorcycle helmets due to the high rate of irregularities and the severity of accidents involving equipment without proper approval.

Industry experts assess that the digitization of the seal makes it difficult to fraudulently replicate physical labels — a common practice in the black market. The regulatory body expects that the transparency brought by the QR Code will inhibit the entry of low-quality items into national retail. After the implementation of the priority items, Inmetro plans to expand the requirement to other sectors that demand high technical reliability.
