With only 11% of the credit released, the government raises the ceiling of Move Brasil to R$ 200 thousand

Program released only 11.3% of the R$ 30 billion planned, and the government points to the resistance of private banks as a bottleneck

The federal government has increased from R$ 150 thousand to R$ 200 thousand the maximum value of vehicles that can be financed by Move Brasil, a subsidized credit program aimed at taxi drivers and app drivers. The change was published this Wednesday (19) in an extra edition of the Official Gazette of the Union and also included new types of hybrids among the eligible models.

The change comes after the program advanced well below the forecast. Of the R$ 30 billion reserved, BNDES had released R$ 3.44 billion until this week, or 11.3% of the total, according to data obtained by Folha de S.Paulo. The money reached 33.4 thousand drivers, about 27 thousand of whom were app drivers and 6 thousand taxi drivers. Only 5% are women, a public entitled to lower interest rates.

The contrast with the initial demand is great: more than 600 thousand professionals had registered on the platform by the beginning of June. Just over 5% of this contingent signed a contract.

Private banks hold the release

The government attributes part of the bottleneck to the caution of the banks. According to the Minister of Finance, Dario Durigan, Banco do Brasil and Caixa sustain the operations, while there is “less appetite on the part of private banks”, which are stricter in the risk analysis of drivers.

The program is guaranteed by the Investment Guarantee Fund (FGI), which covers up to 80% of each financing, limited to 30% of the bank’s portfolio in the line. The fund only went live two weeks after launch, on June 19. The MDIC’s Secretary of Industrial Development, Uallace Moreira Lima, also acknowledged communication failures with the category: according to him, “we lacked a better dialogue with the worker” about the difference between passing the registration and having the credit approved.

With the new ceiling, the government estimates that the program will reach 88% of the Brazilian vehicle market, compared to 63% under the previous rule, based on Fenabrave’s 2025 registrations. The reference value is that of the invoice.

Who can apply and what are the conditions

Taxi drivers with an active license and registration and regular tax situation, including cooperative members, and app drivers with active registration for at least 12 months and at least 100 rides in the period on the same platform can participate. It is not possible to add up races from different apps.

The rates were set by the National Monetary Council at up to 0.99% per month for men and 0.91% for women, about 12.6% and 11.5% per year. The term reaches 72 months, with a grace period of up to six months. The program does not set a minimum down payment, which is at the discretion of the bank, and having a clean name is not a formal requirement, although credit restrictions can lead to refusal.

Registration is done through the gov.br portal, with a response within five business days. Approved at this stage, the driver looks for the dealership or bank where he already has an account. Hiring runs until September 15, the deadline of the provisional measure that supports the program, and may end earlier if the funds run out.
