Project proposes the end of the validity period and renewal procedure for a group of people with disabilities in order to reduce bureaucracy
The PCD parking card It is a national credential that authorizes people with some type of disability or reduced mobility (permanent or temporary) to use special spaces on public roads and private parking lots. The document must be visible on the car’s dashboard or be presented via app and must be renewed frequently.
However, Bill 1403/2026, pending in the Chamber of Deputies, aims to eliminate this renewal procedure that can be very bureaucratic for people in this group. The proposal, authored by Deputy Renata Abreu (PODE/SP), suggests the end of the validity period of the credential for cases in which mobility is permanently compromised.

Currently, the current rules established by Contran impose a national validity of up to five years for the document. This forces citizens to face new lawsuits, even when their health condition is irreversible and has already been previously proven before public agencies.

In the justification of the project, the author argues that the current requirement for recurrent renewal generates unnecessary travel, costs and queues, making it difficult to access a right guaranteed by law. The central objective is to reduce administrative requirements that do not add real gain in control or safety, since the health condition has already been officially recognized.

PL 1403/2026 now goes to the thematic committees of the Chamber of Deputies for analysis. To come into force, it needs to be approved by the committees and the plenary, in addition to going through the Federal Senate and presidential sanction.
