Expansion of Move Brasil offers financing for sustainable vehicles of up to R$ 150 thousand and exempts motorcycle couriers from Detran fees and requirements
President Luiz Inácio Lula da Silva (PT) signed, this week, a provisional measure that allocates up to R$ 30 billion in credit lines with reduced interest rates for taxi drivers and app drivers. The objective is to finance the purchase of zero-kilometer vehicles, expanding the frontiers of the Move Brasil program — until then restricted to the acquisition of trucks, buses and road implements.
The federal government’s initiative claims to promote productive inclusion by making access to credit cheaper for professionals who use the car as their main work tool. The measure also acts as a stimulus to heat up the automotive sector and encourage the circulation of a safer, more efficient and economical national fleet in large cities.

To estimate the real impact of the new credit line — whose further details are yet to be announced — AutoPapo was based on the Volkswagen Polo Track, one of the most sought-after entry-level models in the country, currently priced at R$ 96,690 in cash. Considering the conditions projected for lines subsidized by the BNDES (FGI-PEAC), with a requirement of 10% down payment (R$ 9,669) and an estimated interest rate of 1.2% per month, the driver would finance the balance of R$ 87,021 in 60 months.
In this scenario, the app driver would assume 60 installments of approximately R$ 2,041.59. At the end of the term, the Total Effective Cost (CET) of the financing — adding the down payment and all installments — would make the vehicle cost R$ 132,164.40. Women drivers will have even more favorable conditions, with lower interest rates and extended terms, according to the text of the MP.
To be entitled to the benefit, taxi drivers must be formally registered and active. App drivers, on the other hand, need to prove active performance for at least 12 months and a minimum history of 100 rides on the same platform. The financing will be valid exclusively for new vehicles priced at up to R$ 150 thousand and manufactured by automakers qualified in the Mover Program.
Automobiles must comply with strict ecological requirements for the energy matrix, and only flex, flex hybrid, electric or ethanol-powered models are accepted. The text brings even more advantageous conditions for women drivers, such as lower interest rates and extended terms. To make the offer viable, the program will use the FGI-PEAC fund, from BNDES, to guarantee up to 80% of the credit risk in banking operations.
The registration process will be simplified and fully digital through the official website of Move Brasil, with automated validation with the platforms and the Federal Revenue Service within five business days. Approved drivers will be able to look for accredited banks from June 19.
In addition to encouraging cars, the MP introduced a significant reduction in bureaucracy for motorcycle taxi drivers, motorcycle couriers and delivery workers. The red license plate requirements for motorcycle freight, the registration fees at the DMV, the minimum age of 21 years and the requirement of two years of license were extinguished. The specific qualification course for the category is now only optional.
