Text postponed until after the elections renames driving schools, releases autonomous instructors as MEI and provides aid of R$ 1,000 per professional

The vote on the opinion that rewrites the Brazilian Traffic Code (CTB) was postponed until after the October 4 elections, the special committee of the Chamber decided on Wednesday (2). The postponement gives extra time to read a text that is still little known: a substitute that consolidates 270 proposals and touches almost everything, from radar hidden in a tree to an electric scooter sign.
The measure with the greatest impact is the Driving Permit (PPD) from the age of 16. According to the text of the rapporteur, deputy Aureo Ribeiro (Solidarity-RJ), the minor under 18 could drive category B cars in urban perimeters, between 5 am and 11:59 pm, always accompanied by an adult who has been licensed for at least two years. There is a curious asymmetry: in category A, for motorcycles up to 150 cc, the young person could ride unaccompanied.

car In inspection, the substitute prohibits hidden radars or installed in a barely visible way on trees and poles. More than that: the fine for speeding would only be valid if there was clear signage of the limit in the place and a public technical study that justified that number.
The license also shrinks. The text creates a national ceiling on fees — R$ 30 to open and issue the PPD in any category and R$ 50 per exam, written or driving — and releases the practical test in an automatic transmission vehicle. At the age of 18, the definitive CNH would be automatic and free for those who have not committed a serious or very serious infraction.
On the other hand, the health requirement increases: the psychological evaluation would be valid for every license renewal, and not only for the first license. A National Driver’s Record would prevent the driver from omitting medical restrictions when changing states.
The driving schools would become Traffic Schools and would coexist with autonomous instructors such as MEI in categories A and B, prohibited from giving practical classes to minors under 18 years of age. The sector would receive aid of R$ 1,000 per instructor for six months, retroactive to December 1, 2025. The CNH Social would be funded with 5% of the fines collected in each state.

toll booth Electric bicycles and scooters would require registration and rear registration, in addition to specific authorization (ACA) for people over 16 years old who passed a written test. Helmet would be mandatory and speed on the sidewalk, limited to 6 km/h.
In the free flow, the toll without a gate, the fare could be paid by Pix within 30 days, with the option of payment in cash on the side of the highway. Concessionaire that does not notify the passage loses the right to fine for evasion. Self-driving cars would be in charge of Contran.
The postponement has a practical cause: the rapporteur is on medical leave after fracturing his foot. “We cannot run over the process,” said the president of the committee, Deputy Coronel Meira (PL-PE). He is negotiating in parallel a substitute for PDL 1031/25, which he authored, which would suspend part of Resolution 1,020/25 of Contran. If approved in the Chamber, the text still depends on the Senate.
