Drivers with no infractions in the last 12 months will be able to renew their license in a simplified way, but medical exams remain mandatory
President Luiz Inácio Lula da Silva sanctioned, without vetoes, this Friday (5), the law that amends the Brazilian Traffic Code and authorizes the automatic renewal of the CNH for the so-called good drivers. The text, published in an extra edition of the Official Gazette, converts Provisional Measure 1,327/2025, issued by the government in December last year, into a permanent rule.
Under the new rule, drivers who have not committed infractions subject to points in the 12 months prior to the expiration of the document have their license automatically renewed at no cost. Congress, however, maintained the mandatory physical and mental fitness exams, required even of those who fall into the category.

To be recognized as a good driver, the driver must meet three requirements: have no points registered on the CNH in the last 12 months, have no infractions in the same period and be registered in the National Positive Registry of Drivers (RNPC). Those who have received fines or accumulated points are still obliged to the conventional process, with scheduling exams and paying fees.
The law brings other changes. The issuance of the physical CNH becomes optional: anyone who wants the printed version must request it from the DMV and pay for the service. The text also creates a national value for medical and psychological exams, instead of state tables, and makes the training of new drivers more flexible – who will be able to study through free digital content, in driving schools or in both modalities, and choose between driving school or an accredited autonomous instructor in practical classes.
According to the Planalto Palace, about 2 million drivers have already benefited from the automatic renewal since the edition of the MP, with savings estimated by Senatran at R$ 854.8 million by March this year.
