Law includes the World Day of Remembrance for Traffic Victims in the traffic code

With Law No. 15,452/2026 enacted, Brazil made official the inclusion of the World Day of Remembrance for Traffic Victims in the Brazilian Traffic Code (CTB). The measure inserts article 326-C into national legislation and establishes that the mobilization takes place annually on the third Sunday of November.

The change does not create the date, which has been remembered globally since 2005 on the recommendation of the United Nations (UN), but guarantees its formal recognition in the country’s legal framework.

actions The formal incorporation into the CTB expands the institutional space for the debate on road safety and accident prevention. The measure seeks to structure permanent fronts of action:

• Educational campaigns: intensification of preventive and educational actions throughout the month of November.
• Support and welcoming: public recognition of the human, social and economic impact suffered by survivors and family members.
• Public policies: encouragement of the creation and expansion of guidelines focused on reducing deaths and injuries on the roads.

Origin of the bill

The new legislation resulted from a process initiated in the Federal Senate through PLS 267/2008, presented by then-senator Gerson Camata. In the Chamber of Deputies, the proposal was processed as PL 7.801/2010 until it was approved and proceeded to presidential sanction.

Risk factors in traffic

The consolidation of the date in the CTB reinforces the urgency of combating the five main risk factors pointed out by the UN for road safety:

• Speeding;
• Driving under the influence of alcohol;
• Failure to use seat belts, helmets and child restraint devices (car seats);
• Deficiencies in road infrastructure.

As most of these elements are directly linked to the behavior of road users, the officialization of the date serves as a continuous annual commitment between the government and society to transform the traffic culture in the country.
