Measure opens a period of 200 days for drivers to settle debts of the 'free flow' system without penalties; points on the CNH will be returned
The National Traffic Council (Contran) approved a measure that suspends about 3.4 million fines applied by the free flow system — the electronic toll without gates — on federal and state highways. The decision seeks to protect drivers during the technological transition phase, ensuring that the new model fulfills the role of giving fluidity to traffic instead of becoming an automatic generator of infractions due to lack of information.
According to the Ministry of Transport, the suspension recognizes the difficulties in adapting users to the system of charging for tags or license plate reading. As a result, infractions for toll evasion — caused by subsequent non-payment of the toll — that have been committed so far will be annulled, provided that the driver regularizes the pending fare within the new schedule established by the federal government.

The government has established a deadline of 200 days for drivers to pay overdue toll fees without the incidence of fines or interest. The deadline for payment without penalties is November 16. Those who settle the debt in this interval will be exempt from the evasion fine and the consequent recovery of points on the CNH.
For those who have already paid the fine, it will be possible to request a refund from the inspection agency, under the condition that the corresponding toll fee is paid on time. After November 17, inspection will be strictly resumed, and the deadline for payment of future tickets will be 15 days again.
To mitigate forgetfulness, the government determined the standardization of notifications. Within 100 days, the concessionaires must integrate their data with the National Traffic Secretariat (Senatran). This will allow all federal and state highway debts to be visible in the Digital Transit Card. Until the integration occurs, the consultation must continue in the concessionaires’ channels.
