Inmetro rule changes certification and fights counterfeiting; Motorcyclists and passengers will not have to change their helmets
Ordinance No. 314, of May 29, 2025, has been in force since last year, but it is from the second half of 2026 that it will be charged by the authorities in its entirety. The new measure, defined by the National Institute of Metrology, Quality and Technology (Inmetro), determines important changes for motorcyclists, manufacturers and traders across the country.
For those in the motorcycle business, as of July 1, 2026, all helmets sold in Brazil must have a digital seal with QR Code, replacing the traditional physical certification model.

In practice, with the new regulation, helmets without the digital seal will no longer be able to be sold in Brazil. The old physical seal is no longer sufficient, giving way to a digital system with real-time validation.

The measure eliminates the exclusive dependence on visual inspection and hinders the circulation of counterfeit products, a recurring problem in the Brazilian market.
Among the items included in the first phase of the new certification, helmets appear as a priority. According to Inmetro, the segment has a high rate of counterfeiting, which represents a direct risk to the safety of motorcyclists.

The check can be done in a few seconds, allowing the consumer to confirm the originality even before the purchase.
For manufacturers and shopkeepers, it will be necessary to adapt to the new requirements to continue selling products. For consumers, the main advantage will be increased transparency and security.
Until July 2026, the market is going through a period of adaptation. After that, inspection should intensify, and non-standard helmets will definitely be out of stores.
