Will electric bicycles have mandatory national registration and individual identification?

A new bill in progress in the Chamber of Deputies may change the rules for those who use electric mobility in Brazil. Bill (PL) 3.415/2026, authored by Deputy Gilson Daniel (Pode-ES), proposes the creation of the National Registry of Electric Bicycles (RENABE) and establishes the obligation of individual identification for these vehicles on public roads.
The proposal aims to amend the Brazilian Traffic Code (CTB) to increase safety, curb the theft of e-bikes, facilitate liability in accidents and support urban planning.

Administrative registration will be done without registration or licensing
One of the central points of the proposal is the difference between RENABE and the registration of motor vehicles. The registry will be exclusively administrative in nature and will be managed by the Union’s highest traffic agency, integrated with public security databases.
This means that electric bicycles will not need registration, annual licensing or CRLV issuance.
The registry will gather the following information (under the guidelines of the LGPD):
- Identification: unique national number and owner data;
- Specifications: manufacturer, model, features and serial number;
- History: records of transfer of ownership, theft, robbery, loss, and recovery.
How the identification will work and what are the obligations
To circulate on public roads, electric bicycles classified by Contran must contain an individual identifier, which may be a physical seal, tamper-proof electronic device or similar technology.
Rules for owners, manufacturers and shopkeepers:
- New purchases: Manufacturers and merchants will be required to provide the purchaser with the serial number and information required to enroll in the system.
- Bicycles already purchased: those who already own an electric bicycle will have a period of 12 months to register after the law comes into force.
- Transfer: sales or exchanges of ownership must be communicated to RENABE.
Circulating without registration may generate a fine
The proposal amends the CTB to create a specific infraction: driving on public roads without proper registration or identification will be considered a medium infraction, subject to a fine. The text also provides for the possibility of retaining the vehicle, but only in cases where the lack of identification prevents the verification of ownership or registration regularity. The bicycle will be released as soon as the situation is regularized.
What is missing for RENABE to come into force?
According to the justification of the bill, the measure seeks to keep up with the growth of sustainable mobility, offering legal support for the recovery of goods and investigation of accidents without bureaucracy for the use of the means of transport.
Currently, PL 3.415/2026 is awaiting an order from the Presidency of the Chamber of Deputies to start the journey through the thematic committees. If approved by Congress and sanctioned by the Presidency of the Republic, the Executive will have 180 days to regulate the rules of the system, and the law will come into force 180 days after its official publication.
