Changing headlights for LED may no longer be an irregular vehicle change

Proposal under analysis in the Chamber authorizes the replacement of the original lighting with LED technology, provided that technical safety requirements are met

Drivers who want to replace their vehicle’s original lighting system with LED technology can gain legal support to carry out the modification. Bill (PL) 2.618/2026, pending in the Chamber of Deputies, amends the Brazilian Traffic Code (CTB) to authorize the exchange of original lamps for LEDs, provided that technical safety, regulation and certification criteria are met.

The proposal, authored by Deputy Vanderlan Alves (Solidarity-CE), seeks to standardize the rules at the national level and eliminate the legal uncertainty that affects drivers who choose to modernize the car’s optical system. Currently, the matter is awaiting dispatch from the Presidency of the House to begin the analysis by the thematic committees.

The proposal amends article 98 and creates a new provision in the CTB to expressly allow the installation of LED lighting in cars, motorcycles, motorcycles, mopeds, tricycles, quadricycles and other land vehicles. However, the authorization will not be automatic or unrestricted.

To be regularized, the driver must comply with technical guidelines to be established by the National Traffic Council (Contran). Requirements foreseen in the project:

  • Certification: exclusive use of components approved by the competent bodies;
  • Lighting parameters: respect for the limits of intensity, color (white or yellow), focus, range and distribution of the light beam;
  • Glare prevention: mandatory adjustment to avoid momentary blinding of other drivers and pedestrians;
  • Vehicle integrity: preservation of electrical, structural and functional safety;
  • Inspection: approval in technical inspection if required by regulatory standards.

Unsafe and uncertified accommodations remain prohibited

Despite the flexibility, the proposal maintains the core of road safety. The text establishes a clear veto to improvised or low-quality modifications. LED systems that:

  1. Cause excessive glare to the vision of others;
  2. Change the regulatory colors of flashlights and flares;
  3. Use bulbs without certification, tampered with or incompatible with the vehicle’s original headlight;
  4. Put traffic safety at risk.

Suspension of fines during the transition period

One of the central points of the proposal concerns the interval between the eventual sanction of the law and the publication of the definitive rules by Contran. During this transition period, the application of penalties motivated exclusively by the replacement of lighting for LED will be prohibited, as long as the equipment is working properly, emits light in the allowed color (white or yellow), does not cause glare and does not pose a road risk. The orientation of the proposal is that the inspection focuses on dangerous and irregular installations.

Processing and next steps

If PL 2.618/2026 is approved by the National Congress and sanctioned by the President of the Republic, Contran will have up to 180 days to regulate the technical requirements and establish a simplified and uniform procedure throughout the country for regularization in the vehicle document. While awaiting the initial order in the Chamber, the current rules of Contran remain in force.
