The National Traffic Council (Contran) establishes, through Resolution No. 993, of June 2023, the mandatory equipment in cars, motorcycles and other vehicles in circulation in the national territory. Driving without any of the items described in the text – or with any of them inoperative – is behavior subject to a fine.

According to article 230 of the Brazilian Traffic Code (CTB), driving the vehicle without mandatory operating equipment is a serious infraction. The penalty consists of:
- Fine of R$ 195.23;
- Five points on the CNH;
- Retention of the vehicle for regularization.
It is important to note that if the equipment is present in the vehicle, but if it is defective, inoperative or in disagreement with what is established by Contran, it continues to be infringing conduct and the driver will be punished in the same way.
Items required on motorcycles, scooters and tricycles
- rearview mirrors, on both sides;
- front headlight, white or yellow in color;
- red flashlight at the rear;
- Brake light, red
- backplate lighting;
- front and rear turn signals;
- rear retroreflectors, non-triangular
- speedometer;
- horn;
- tires that offer safety conditions, as directed by their manufacturer;
- device intended for the control of engine noise, sized to maintain the temperature of its external surface at the appropriate thermal level for the safe use of the vehicle by the occupants under normal conditions of use and with the use of clothing and accessories indicated in the user manual provided by the manufacturer, and must be complemented by temperature reducers at critical heat points, at the discretion of the manufacturer;
- anti-leakage protective device;
- tires and tracks that offer adequate safety conditions, as directed by their manufacturer;

To circulate on public roads, Brazilian cars, vans, SUVs, pickup trucks and minibuses must be equipped with the mandatory equipment, to be verified by the inspection in working conditions, listed below:
- Seat belts for all vehicle occupants;
- Headrest;
- Child restraint system anchorage (Isofix/Latch);
- Front main headlight;
- Front position lantern;
- Front direction indicator lights;
- Lighting Daytime running light (DRL);
- Rear position lantern;
- Side direction indicator;
- Side Retroreflector Lighting, non-triangular;
- Rear turn signals;
- Rear license plate illumination light, if applicable;
- Rear retroreflectors, not triangular
- Reversing flashlight;
- Brake light;
- Flashing warning lights;
- Raised brake light (3rd brake light);
- Emergency light or reflective signalling device, independent of the vehicle’s lighting system (safety triangle);
- Bounding lamps and side lamps, when their dimensions so require.
- Front bumper;
- Rear bumper;
- Hood locking system;
- Parking and service brakes, with independent controls;
- Interior rearview mirrors or indirect vision device;
- Exterior rearview mirrors or indirect vision device;
- Windshield washer;
- Windshield wiper;
- Inner sun visor (sunshade) for the driver;
- Rear warning or monitoring systems;
- Horn;
- Device intended for engine noise control (exhaust system), in those vehicles equipped with a combustion engine;
- Tires and tracks that offer adequate safety conditions, as directed by their manufacturer;
- Spare wheel, including rim and tire, with or without inner tube, as appropriate;
- Screwdriver or other appropriate tool, if necessary, for the removal of hubcaps;
- Wheel wrench;
- Jack, compatible with the weight and load of the vehicle;
- Wheel protectors;
- Speedometer.
Mandatory new equipment
Since the first day of 2024, the obligation of new safety items for 0 km vehicles has been in force. Now, all cars are required to leave the factory with additional features, including:
- stability control;
- daytime running lights (DRLs);
- seat belt alert on the dashboard;
- side impact test;
- harsh braking indicators;
- arrow repeaters in the mirrors or fenders.
