There were specific laws in each state, but not all had this type of exemption. Only five were actually benefited by this new law. They are:
- Alagoas, which only did not charge IPVA for cars over 23 years old;
- Minas Gerais, which only exempted those who had a black license plate and for that they needed to be over 30 years old;
- Pernambuco, which did not have any type of exemption for old cars;
- Santa Catarina and Tocantins, where only cars over 30 years old had this benefit
