To run on public roads, the car needs to have some equipment installed and working, so there are rules for the wiper
Resolution 14/1998 of the National Traffic Council (Contran) has a list of equipment that is mandatory to drive a car on public roads. Among these essential pieces of equipment is the windshield wiper and washer.
This resolution is used as a reference for article 230 of the Brazilian Traffic Code (CTB). Driving without the equipment described is considered a serious infraction, resulting in a fine of R$ 195.23, 5 points on the National Driver’s License (CNH) and retention of the vehicle for regularization.

Article 230 of the CTB also makes it an infraction to run with the wiper off on rainy days. This is also a serious infraction, with the same penalty of running without the equipment.
It is important to remember that during the rain you only need to have the front wiper so as not to be fined. The rear, when equipped, should be activated when necessary, such as when reversing or when the view in the rearview mirror is obstructed.

The driver can check the condition of the windshield wiper blades in the garage. With a visual inspection it is possible to identify if the rubber is dry or deteriorated.
If your region has not rained for a long time, wet the glass a lot and turn on the cleaner to test. It should remove the water from the windows and work without vibration.
Ideally, you should change the wiper blades annually. They are cheap and can be found at gas stations. Even without use, they can deteriorate, especially in regions with greater sunlight.

The windshield wiper reservoir can be filled with water only, already fulfilling its function in this way. But the driver can mix a soap suitable for this to the reservoir, which helps to remove heavier dirt and moisturizes the rubber of the blades.
Products such as homemade window cleaner, detergent and alcohol should be avoided. They can harm the rubber and, in the case of alcohol, it is flammable.
