Periodic vehicle inspection bill is withdrawn from processing after popular pressure

Decision came after negative repercussions and pressure from entities and owners of used, old and classic vehicles

Bill No. 3,507/2025, which provided for changes in the rules of vehicle inspection in Brazil — including the possibility of periodic inspections — was withdrawn from the Chamber of Deputies. The decision was formalized by the author of the proposal, Deputy Fausto Pinato (PP-SP), after pressure from the antique car niche.

The withdrawal comes after strong negative repercussions and a series of demonstrations against the text. Entities linked to the automotive sector and antique motoring played an active role in the criticism. The Brazilian Antique Automobile Federation, for example, publicly celebrated the retreat, attributing the decision to collective mobilization.

The project dealt with the regulation of vehicle inspection, a topic that is already provided for in the Brazilian Traffic Code and in resolutions of the National Traffic Council (Contran). According to the author and retiree, the original proposal sought to organize and give more transparency to the existing rules, including inspections related to safety, emission of pollutants and combating fraud, such as vehicle cloning.

However, during the process in the Traffic and Transport Commission, the text underwent relevant changes. An approved substitute expanded the scope of the proposal by providing for periodic vehicle inspection for vehicles with more than five years of manufacture, with intervals to be defined by Contran.

In addition, the opinion included penalties for those who did not comply with the requirement, such as framing as a serious infraction, application of a fine, points on the National Driver’s License (CNH) and retention of the vehicle for regularization.

These changes intensified the perception that the project would create new obligations and costs for owners, going beyond the initial proposal. The deputy himself recognized this in the justification of the request for withdrawal.

According to Pinato, the approved substitute departed from the original scope by introducing elements that could be interpreted as regulatory innovation, with a direct economic impact on citizens and possible legal uncertainty in the application of the rules.

With the withdrawal, the project will not go to the Constitution and Justice and Citizenship Commission for analysis, a necessary step before a possible vote. For it to be debated again in Congress, it will be necessary to present a new legislative proposal.
