Requirements to obtain C, D and E licenses are more flexible, but the change raises debate on traffic education and safety
This year, the changes in the process of obtaining the National Driver’s License (CNH) proposed by the Ministry of Transport came into force. In addition to the update of the CNH do Brasil application and the changes in the Detran tests and in the theoretical and practical courses, the criteria for changing license categories are among the new CNH rules.
Resolution No. 1,020/25, of the National Traffic Council (Contran), together with Ordinance No. 923/25, of the National Traffic Secretariat (Senatran), modify the route of those who intend to advance to categories C, D or E. This is done mainly from a reduction in training requirements, that is, the path will be simpler and with reduced costs.

A new rule consists of reducing the minimum workload of the specialized practical course for category change. The old rules, established by Resolution 789/20 of Contran, defined that the candidate should take at least 20 hours of driving lessons , but now this number has dropped by half.
Despite speeding up the process for those who are learning, the obligation of only 10 classes raises discussions about student learning and the risk that this can bring to traffic. This is because vehicles in categories C, D and E require technical mastery, advanced risk reading, emotional control and supervised experience in real traffic situations.
In the same way that the driving test was made easier for students who try category B, it was also simplified for candidates with a C, D or E license, who can make more mistakes. According to the Brazilian Manual of Vehicle Driving Exams, the aspiring driver will start the test with zero points and, as he commits faults, he will have points added for each traffic infraction he commits. To be approved, the candidate must have a maximum score of 10 points.
