School bus that took adults to a private funeral is seized by the PRF in Bahia

Flagrant misuse of purpose occurred last Friday morning; Agents carried out a security escort before collecting the vehicle

The Federal Highway Police seized, on the morning of last Friday (6), a bus belonging to the fleet of the federal program Caminho da Escola for deviation of purpose. The vehicle was caught carrying out the irregular transport of about 50 adult passengers at kilometer 402 of BR-110, in the municipality of São Sebastião do Passé (BA), in the Metropolitan Region of Salvador.

During a routine inspection, agents intercepted the school bus — characterized by the traditional yellow color — for a security check. When carrying out the approach, the team found that the public transported was not composed of students, but of residents of a rural community who were traveling to a wake in the central region of the city.

In addition to the deviation of function, the documentary inspection revealed that the vehicle was traveling with the annual license delayed. To ensure the integrity of the occupants, the PRF carried out a security escort to the final destination of the passengers, proceeding with the collection of the bus soon after.

The use of public assets for private purposes or unrelated to their legal destination constitutes, in theory, a crime of administrative improbity, which generates damage to the treasury. The Caminho da Escola program is governed by strict rules of the National Fund for the Development of Education (FNDE), which limit the use of resources exclusively to the transportation of students from the public network.

According to the PRF, the vehicle will remain impounded until the administrative irregularities and traffic violations are remedied. The case was formally reported to the Federal Public Ministry (MPF), which should open an investigation to determine the responsibility of public agents who authorized or allowed the improper use of public transport.
