Failure in the digital CNH system blocks exams in RJ and driving schools charge R$ 1,500 to retake the course

A failure in the integration of data between the federal and state governments is preventing candidates for the first license in Rio de Janeiro from scheduling their theoretical exams. Users who opted for CNH Brasil, a new model that allows you to take the theoretical course via application to reduce costs, report that Detran-RJ does not recognize the completion of the steps, generating a bureaucratic limbo and financial losses, reported g1.

The case of administrative assistant Isabella Vargas illustrates the impasse: after undergoing medical exams, paying fees and completing classes through the federal app in December, she was barred when she tried to schedule the final exam. The solution presented by a driving school exposes the seriousness of the disorganization: in order not to lose the process, it was instructed to discard the digital course and pay R$ 1,500 for new face-to-face classes.

The problem is not isolated. Other candidates, such as Danielle Melo, received information from Detran attendants that the adaptation of state systems to the CNH Brasil platform should only be normalized between February and March. The delay contradicts the guideline of the National Traffic Council (Contran), which defines the new rules as mandatory and national, emphasizing that the citizen cannot be penalized for administrative failures.

While the candidates accumulate delays, the institutions are playing a “pushing game”. In a note, Detran-RJ transferred responsibility, claiming that it has not yet received from the National Traffic Secretariat (Senatran) the official list of students who completed the course through the app. Without this data, the agency says it is impossible to authorize the tests. When contacted, Senatran limited itself to saying that it maintains “technical negotiations” with state departments to make the new model viable.
