Florida stop exposes police observation error and failure to interpret local traffic laws
A traffic stop in Florida (USA) exposed a serious enforcement failure and went viral on social media in recent weeks. A driver was fined $116 for an infraction that was physically impossible to have committed: the case involves the unusual accusation that the driver was holding a cell phone with a hand she does not have.

The controversy began when the police officer who made the stop categorically stated that he had seen the woman holding the device with her right hand during the journey. The detail that turns the fine into a blunder is that the driver has her right arm amputated just below the elbow.
In a video originally published on TikTok — which quickly racked up millions of views before being removed by the author — the woman calmly confronts the agent. In the recording, she questions the police officer about what he saw exactly. After the officer reiterates that he observed her with the cell phone in her right hand, she raises her arm, revealing the absence of the limb mentioned in the official notification.
In addition to the blatant observation error and the physical impossibility, the episode sheds light on the difficulty of local authorities in interpreting their own legislation. Florida’s traffic statute doesn’t set a punitive rule just for “having your phone in hand.” Current law requires that the driver is effectively typing, sending messages or entering characters on the device for the infraction to be configured.
As the fine issued against the driver mentioned only the act of holding the device, the fine would already be subject to annulment, even if she had both hands. Faced with the double failure – technical and legal – the driver plans to appeal to the courts to shelve the penalty.
