The Traffic and Transport Commission of the Chamber of Deputies approved Bill 1349/25, which changes the rules of electronic inspection in the country. The proposal makes it mandatory to install panels that inform the measured speed of the vehicle in all fixed radars in operation in the national territory.

The accepted text was a substitute by the rapporteur, Deputy Zé Trovão (PL-SC), to the original project authored by Deputy Da Vitória (PP-ES). The main change made by the rapporteur was the expansion of the scope of the law. While the initial proposal provided for the obligation only for federal highways, the approved version extends the requirement to all roads and types of inspection equipment, directly changing the CTB (Brazilian Traffic Code).

The measure aims to equate common radars with the so-called “electronic speed bumps”, which already have displays for immediate feedback to the driver. According to the rapporteur’s opinion, the absence of this instant information removes the educational character of the inspection, transforming it into a merely punitive and collecting instrument.

The objective is to ensure transparency in the assessment process. By viewing the recorded speed at the exact moment of passage, the driver has the opportunity to correct his driving behavior immediately, instead of being notified weeks later via mail. For the defenders of the agenda, this reinforces road safety and reduces mistrust about the measurement of equipment.

Next steps

Despite the approval in the Traffic and Transport Commission, the rule is not yet valid. The project is being processed in a conclusive manner, which dispenses with the vote in the Plenary, unless there is an appeal from deputies. The text now goes to the Commission on Constitution and Justice and Citizenship (CCJ) for analysis. If approved without constitutional reservations, it will go to the Federal Senate for review before going to the presidential sanction.
