Commission approves bill that changes public transport

The bill that creates the new legal framework for public transport was approved in committee and promises to reformulate transport financing in the country

The Legal Framework for Urban Public Transport took an important step with PL No. 3,278/2021, which proposes profound changes in the rules of the sector in Brazil. The proposal seeks to update the National Urban Mobility Policy, modernizing the legislation in force since 2012 to respond to the social and economic transformations that impact the operation of buses, trains and subways.

The revision of Law No. 12,587 is considered essential by entities such as the National Transport Confederation (CNT) to ensure the financial survival of the system. The proposal aims at a conceptual update to correct legal gaps and ambiguities that hinder the operation and regulation of services.

In addition, the revision also seeks to define more clearly how tariffs and subsidies should be organized to ensure the continuity of services. It also seeks to create conditions for states and municipalities to plan mobility more strategically and efficiently. This change seeks to strengthen economic sustainability by ensuring that public transport is less vulnerable to funding crises.

The next steps in the legislature

The approval in the CDU is only the first official step in the Chamber. Now, the text will go to other fundamental committees for analysis, such as the Traffic and Transport Commission, the Finance and Taxation Commission and the Constitution and Justice Commission.

Only after going through these instances and being voted on in plenary, the bill will go to the Federal Senate and, later, to the sanction of the Presidency of the Republic. However, the advancement of this milestone already represents the commitment to the modernization of Brazilian urban infrastructure.
