Since the days of simulators in driver training centers, the government prefers to "cut" than readjust
Stupiniquins solution. An attempt was made to require the simulator in driving schools so that license candidates would have a minimum experience in driving on highways and at higher speeds.

However, you can’t demand the simulator because it’s too expensive and you haven’t even thought of a solution to make it cheaper. Cut the simulator and we’re talking.
Now, the same thing happened with the driving school. The justification is that it costs too much and, therefore, millions of Brazilians drive without a license, not thinking about solutions to reduce its cost.
The simplest solution, as always, is to cut the driving school. And now the icing on the cake: to make it easier to obtain a license, it will no longer be necessary in some states to learn how to mark, that is, how to park the car in a parallel space. Imagine the traffic jams with people trying to pull over the car.
